Permanent Residence for Caregivers

Canada has always welcomed caregivers to join its workforce and become permanent residents through one of its pathways. Currently there are two pilot programs for caregivers who wants to become permanent residents. These pilot programs allow qualified caregivers and their family members to come to Canada with the goal of becoming permanent residents.

  • Home Child Care Provider Pilot (NOC 4411)
  • Home Support Worker Pilot (NOC 4412)

If you have been offered a job in Canada as a caregiver or have experience working in Canada as a caregiver, you may be eligible to apply for permanent residence through these pilot programs based on below eligibility criteria:

 

Eligibility Criteria:

 

  • Work Experience: Qualifying work experience meeting below criteria

    • Atleast 24 months of full-time work experience within the 36 months of applying for the program. The work experience does not need to be continuous.

    • Work experience must fall under NOC codes 4411 or 4412.

    • Work experience must be in one of these NOC’s and should not be a mix of both.

    • The applicant must demonstrate that they have matched the main duties specified in the NOC.

    • Full-time work experience includes at-least 30 hours of paid work each week.
    • Experience as housekeeper under 4412 and as a foster parent under 4411 does not count.
    • You do not need to live in employer’s home to qualify
  • Education: You must have a Canadian or foreign post-secondary educational credential of at-least 1 year. For foreign credentials, you must obtain Educational Credential Assessment (ECA).

  • Language: You must have taken an IRCC-designated English or French language test and obtain a CLB or NCLC 5 in all four language skills
  • Admissibility: Each applicant should pass the IRCC admissibility requirement including but not limited to:

    • Biometrics
    • Medical Exam
    • Police Clearance Certificate

How the Process Works?

  • Apply to either the Home Child Care Provider Pilot or the Home Support Worker Pilot, depending on which occupation you plan to work in.
  • Submit a work permit application together with your permanent residence application.
  • If you meet the requirements, you will get a work permit to work in Canada temporarily.
  • The work permit you get is an occupation-restricted open work permit and lets you work as a caregiver for any employer.
  • Work towards getting at-least 24 months of work experience to qualify for permanent residence.
  • Send proof of work experience after having enough work experience and IRCC will make a final decision on application for permanent residence.

Don't Have Qualified Work Experience?

If you don’t have any qualifying work experience, you can apply for permanent residence through the Home Child Care Provider Pilot or the Home Support Worker Pilot as long as you meet the other eligibility requirements.

Application for Work Permit

  • Having Less than 24 Months of Eligible Work Experience:   If you do not yet have 24 months of NOC 4411 or NOC 4412 work experience in Canada, you need to apply for an occupation-restricted open work permit when you submit your permanent residence application under either pilot. If you meet all permanent residence eligibility criteria you will receive a work permit restricted to NOC 4411 or NOC 4412 to allow you to come to Canada as a temporary resident so you can obtain 24 months of work experience within three years. The three-year period starts the day the work permit is issued.

 

  • Having 24 Months of Eligible Work Experience: You are not required to apply for an occupation-restricted open work permit when submitting your permanent residence application under either pilot. You are eligible to apply for a Bridging Open Work Permit (BOWP) with or after your immigration application is submitted. The BOWP application will not be processed until IRCC assesses your permanent residence eligibility.

 

  • Family Members: Family members are also eligible to come with you to Canada. If they want to work or study while in Canada, they can include their work or study permit applications with your application.
